According to the author, "Everyday I run console applications and batch scripts on Windows startup and on the schedule. For example I use virtual drives for frequently accessed directories, so I run console application subst.exe more than once on logon. The main inconvenience is that every application creates new console window which flickers on the screen. Therefore I have written this small startup manager which allows me to start console applications without any windows in the background. It is also possible to run with hstart batch files in the background and save console output into a log file. It is very effective if you are using console utils for everyday backups".....(free).....
